“Planning Journey” – The Health Workforce Planning (HWF) Navigator is a Toolkit developed as an interactive self-assessment platform. It was designed to help countries strengthen their HWF planning systems through practical, evidence-based tools and guidance. It supports policymakers and technical experts – and further stakeholders interested in optimizing HWF planning systems –  in evaluating the maturity of their planning processes, data management, stakeholder engagement, governance, and workforce planning capacities while identifying four key areas for improvement. The Toolkit provides checklists, guidelines, competency frameworks, and self-evaluation instruments that can be adapted to different national and regional contexts to support systematic and sustainable HWF planning. Developed within the European Joint Action on Health Workforce Planning and Forecasting, it promotes continuous quality improvement, evidence-informed decision-making, and the implementation of standardized health workforce planning practices across Europe.
